(Please scroll down for English summary)英國保守黨人權委員會副主席Benedict Rogers(暫譯班乃迪.羅澤思)今日(十月十一日)來港私人訪問,欲會晤某些政治人物,但被香港人民入境處遣返上機,折回曼谷,入境處並無交代原因。Rogers對記者道:「我今日親身體驗了香港垂死的一國兩制,我不過訪問被拒,難為香港人要日日面對。我今次來非為演講,而係想聽港人心聲。今日之後,我會繼續從外支持香港人,而且更有同理心」。Rogers認為英政府最近關於香港的半年報告雖然強硬過之前,但話一國兩制運作良好,就不符現實。一九九七年至二零零二年間Rogers居港,所以對香港有特別感情。Rogers出發前已收過中國駐英大使館訊息,警告其不得在港與政治人物見面,否則入不到境。本年九月二十八日,Rogers與香港社運人士黃台仰等,以及一些英國港僑,在英國會外紀念香港雨傘革命三年,發言表示英國有責任,確保香港人繼續享有法治自由。Rogers乃係英國國民,按理有權毋須簽證訪港六個月。

This afternoon (11 October 2017), Benedict Rogers, Deputy Chair of British Conservative Party Human Rights Commission, tried to visit Hong Kong, but was denied entry and sent back to Bangkok by the Hong Kong Immigration Department without giving any reason. “I now have a first-hand experience of the dying one country-two system. I am sorry that Hongkongers have to face this kind of challenge everyday, while I was just a rejected visitor.  I was coming to listen to and learn from them rather to make speeches, ” asserts Rogers to the reporter, “After today, I will continue to support Hongkongers from outside with an even stronger sense of solidarity with them.”

Rogers adds that he has a special feeling for Hong Kong because he lived in HK between 1997 and 2002. He also thinks that although the UK Government’s recent six-month report on HK is stronger than the previous ones, it is still weak, e.g., it states that one country-two systems functions well in HK.

Before this trip, Rogers had received warnings from the China embassy in London that he was not supposed to meet political figures in Hong Kong, including Joshua Wong, and others; otherwise he would not be allowed to enter the city. On 28 September, Rogers, together with Hong Kong activists like Ray Wong, and some Hong Kong immigrants in the UK, commemorated the third anniversary of the Umbrella Revolution, and delivered a speech in which he stated that the British had the responsibility to make sure Hongkongers continue to enjoy freedom and rule of law. Rogers has recently organised a joint letter protesting HK activists’ arrest which was signed by 25 international figures, including Sir Malcolm Rifkind. Being a British citizen, he should have the right to visit HK for 6 months without a visa. He had lived in Hong Kong for five years after 1997 (cf. Hong Kong  Cultural & Political Forum).

Rogers話香港入境處根本無畀其任何解釋。入境處某職員押Rogers上機時,Rogers轉身道謝,問道: 這是否代表一國兩制已死?而今行一國一制?那人望住Rogers,神情憂傷,眼中幾乎有淚,道: 「我打工㗎喳,我唔講得㗎。」Rogers嘆道:「我為香港感到悲哀,如果英國公民用私人身份來會新知舊雨,都被拒門外,咁今日就係香港非常凄凉的日子。」(對照英國衛報報導)

 

 

Hong Kong Cultural & Political Forum 文政網今日面書消息:Rogers先生原定與某些政治人物會面。但中國駐英大使館之前發訊息警告他,話已知其將訪港,謂如其此行欲見某些政治人物,包括黃之鋒、周永康、羅冠聰及其他,將不受歡迎。十月十日,Rogers先生收到中國大使館訊息: 如其堅持此行,將不能入境。

Rogers曾公開批評當局近期拘捕黃之鋒、周永康、羅冠聰,及其他香港民運人士。又曾發起聯署,抗議他們被捕,聯署得到二十五位國際人物簽署,包括英國前內閣部長MALCOLM RIFKIND爵士。

Rogers乃係重要人權鬥士,經常批評東南亞地區如香港、中國、緬甸、印尼違反人權法治之處。Rogers又為多個媒體撰寫有關香港的文章,如Hong Kong for ConservativeHome, the Hong Kong Free Press, and the Huffington Post。

香港按理奉行一國兩制原則,基本法三十九條保障國際公民及政治權利公約所訂明人權。最近評論人及社運人士注意到香港一國兩制似乎備受威脅。香港政府因為上述英國公民想私人會見香港政治人物,而剝奪其入境權,令人擔心。這是嚴重政治打壓英國維權人士,再次顯示一國兩制危在旦夕。
